Privacy Czar?

This headline from CNET: New privacy czar might have googles hardest job. Alma Whitten is Google’s new director of privacy, and she has a tough task ahead of her enforcing new privacy rules inside Google and defending it in public.

Are they kidding with this title? Isn’t it the rule that people with real power don’t need silly titles? The negative meaning of that could be the more grandiose and ridiculous the title the less power the person actually has. The only worse one than this I could think of was “Supremo”.
